92 honda civic 16 valve burning?

From your description it sure sounds to me like steam, not smoke. Are you losing radiator fluid? Do a pressure test on the radiator. If it is radiator fluid, you could first try re-torquing the head bolts. (and reset valve lash after). If that doesn't help, you need to pull head; check for warpage, blown gasket, cracks in block or head. Why was head rebuilt in the first place? Sounds suspicious. Did this car have an overheating event?
