Is teenage mutant ninja turtles the grown up version of franklin?

franklin was something i always used to watch growing up. i've always thought that by looking at teenage mutant ninja turtles, i've never watched it before, but i've thought that it was related or based on franklin. but only the animation doesn't look the same. could it be by the same creators or something?
