Who most deserved a major promotion's World Title?

Although I like Razor a lot more than I do Piper, I would argue that Piper is more deserving of a World title. Piper accomplished more and worked in a lot bigger venues than Scott Hall. Piper also made a lot of people look good in his day, something that Hall did a lot less of (although he made HBK look great in both ladder matches).
