Questions about child safety?

I am 17 years old and live near Blackhawk (a very nice neighborhood). My parent does not allow me to run (for fitness) along the 0.6 mile street in front of our house, even if I bring a cell phone. I have traveled out of the country without my parents before so this is not a question of independence, it is a question of safety. My parent believes there is a risk of getting abducted/d/killed anywhere you go alone, and if possible, to always have someone with you. The thing is, I have seen so many 9-16 year olds going around alone! Do you agree that I should not be allowed to walk around alone in my own neighborhood?
